RESPONSIBILITIES OF SOCIAL REHABILITATION ORGANIZERS AND MEDICAL AGAINST NARCOTICS USERS IN TARAKAN CITY Abstract Rehabilitation is a recovery process for narcotics users so that they recover as before. Rehabilitation is divided into social and medical rehabilitation. Rehabilitation is regulated in Law Number 35 of 2009 concerning Narcotics. The Tarakan City Government provides the City National Narcotics Agency and the rehabilitation institution formed by the Sekata Foundation community. The data sources in this research come from primary data consisting of interviews, observation and documentation as well as secondary data in the form of literature studies. This research discusses whether rehabilitation providers are effective and efficient in becoming rehabilitation centers because according to data over the last three years narcotics users in Tarakan City have increased. Every rehabilitation institution has obstacles, the Tarakan National Narcotics Agency has obstacles in the form of not having a place to care for inpatient rehabilitation patients, social rehabilitation institutions such as the Sekata Foundation have difficulty getting assistance regarding facilities to support the rehabilitation process, there are no Regional Regulations regarding rehabilitation institutions formed by the community so it is necessary There is a Regional Regulation regarding rehabilitation institutions formed by the community so that rehabilitation institutions formed by the community will increase because of the regulations.
