Abstrak
This study intends to answer two statements related to the effectiveness of implementing activities at Speed Kayan II Harbor in Bulungan Regency with existing regulations. First, how is the Speed Kayan II port in carrying out its activities in accordance with existing regulations? Second, what are the efforts made by the government to support the smooth operation of the Speed Kayan II port? The type of research in this thesis is empirical, namely the type of research that has the object of study regarding people's behavior or behavior that arises as a result of interacting with the existing system of norms. This study uses the theory of Soerjono Soekanto which measures the effectiveness of five factors, namely: legal factors, law enforcement factors, infrastructure and facilities factors, community factors, and cultural factors. From the results of this study it can be seen that the Speed Regular Kayan II port has indeed carried out activities regarding Port Safety and Shipping Security, it's just that there are still a number of things that must be considered again regarding passenger safety facilities and infrastructure at the port so that the implementation of activities is not fully effective. Meanwhile, regarding the government's efforts to ensure the safety and security of passengers, the government has made regulations that specifically regulate and place agencies to carry out their duties, both monitoring and providing the necessary facilities and infrastructure according to SK. But still, the facilities and infrastructure will be damaged over time resulting in less comfort for passengers, so supervision should be tightened again so that existing problems are quickly resolved.
