The rate of economic growth in Tarakan has slightly fluctuated but is still higher than the rate of economic growth in North Kalimantan Province. It can attract residents from other locations to move and seek work in areas with strong economic growth. A vital aspect affecting population migration is better job prospects. The embodiment of the Smart City concept that emphasizes the elements of Smart People and Economy can attract the community's interest in moving to Tarakan and looking for work. In this situation, the government and other stakeholders need to collaborate to realize the Smart City concept. This study aimed to identify significant Key Performance indicator (KPI) variables and produce dynamic system model scenarios for Smart City information systems, especially Smart People and smart economies. This study was conducted in Tarakan, North Kalimantan. Informants from related agencies and secondary data became the sample for this study. By considering the dynamics of the nonlinear model, data analysis used dynamic system analysis with the Smart People and Economy dimensions of Tarakan to find aspects that might affect the sustainability of the Smart City. The results showed that the sustainability of the Smart People basis model is 9.31%, 18.86% optimistic scenario, 16.09% Most Likely scenario, and 13.54% pessimistic scenario, while the average Smart Economy base model is 23.52%, 37.57% optimistic scenario, 24.77% most likely scenario, and 11.02% pessimistic scenario. The findings can support the sustainability of the Smart People and Economy program policies in the long term as a step towards achieving the vision of Tarakan as a Smart City.
